Large and medium operators must comply from 30 December 2026. Micro and small operators must comply from 30 June 2027. Compliance requires submitting a Due Diligence Statement (DDS) through the EU TRACES system for each consignment, backed by GPS polygon geolocation data for all production plots, evidence of no deforestation after 31 December 2020, and a documented risk assessment. EUDR (Regulation (EU) 2023/1115) covers seven commodities: cattle, cocoa, coffee, oil palm, rubber, soy, and wood, plus their derived products including chocolate, furniture, paper, tyres, and footwear. A product is in scope if it contains a covered commodity as a significant component, determined by its CN code classification.

Large and medium operators must comply from 30 December 2026. Micro and small operators (fewer than 50 employees, under €10 million annual turnover) have an extended deadline of 30 June 2027. These deadlines apply to operators placing covered goods on the EU market and to traders supplying those operators.
A DDS is an official declaration submitted through the EU TRACES system confirming that covered goods were produced on land not deforested after 31 December 2020. It must be backed by GPS polygon geolocation data covering all production plots, a risk assessment, and risk mitigation steps where country risk is non-negligible.
Micro and small enterprises that are operators must comply with EUDR from 30 June 2027. Downstream retailers and brands that are large companies must ensure supply-chain compliance regardless of their suppliers' size — the obligation follows the large operator, not the small supplier.
EUDR and CSRD overlap significantly for food, agriculture and forestry supply chains. CSRD requires disclosure under ESRS E4 (Biodiversity), which demands deforestation and land-use data from suppliers — essentially the same traceability EUDR mandates.
