The EU Packaging and Packaging Waste Regulation introduces mandatory recycled-content targets, design-for-recyclability requirements and EPR obligations for all packaging on the EU market. We map your packaging estate, screen for gaps, and deliver a prioritised implementation roadmap.
Professional engagement: 20 packaging formats — €4,500 fixed price.
A structured inventory of all packaging formats in scope — primary, secondary and tertiary — with material composition, weight, market and volume data as the baseline for all assessments.
Each packaging format mapped to its material category under PPWR (plastic, paper/board, glass, metal, composite) and the relevant recycled-content obligation tier.
Format-by-format analysis of which PPWR obligations apply, what your current status is, and the size of the gap — covering recycled content, recyclability, reuse and EPR reporting.
Review of material declarations and recycled-content certificates from your packaging suppliers — identifying where data is missing, unreliable or insufficient for compliance claims.
Current recycled-content levels benchmarked against PPWR's 2025, 2030 and 2035 targets per material — with a shortfall calculation and recommended sourcing changes.
A prioritised action plan with timelines and owner assignments — covering redesign, supplier changes, EPR registration and labelling updates across your packaging estate.
| Tier | Scope | Investment | Timeline |

| Starter | 5 packaging formats — ideal for a focused category or first-pass assessment | €1,200 | 2–3 weeks |
| Professional ⭐ | 20 packaging formats — full inventory, gap assessment, supplier review & roadmap | €4,500 | 4–6 weeks |
| Enterprise | 50 packaging formats — large packaging estate, multiple markets, EPR multi-country | €8,900 | 8–12 weeks |
| Add-on | Additional packaging format beyond tier scope | €140 / format | — |
| Ongoing Maintenance | Quarterly update as PPWR implementing acts are published; EPR reporting support | €500 / month | — |
PPWR obligations are live now for EPR and labelling, with recycled-content targets kicking in from 2030. Early assessment avoids costly late-stage redesigns — packaging tooling lead times typically run 18–24 months, meaning action is needed now for 2030 compliance.

The EU Packaging and Packaging Waste Regulation (PPWR) replaces the 1994 Directive and introduces mandatory recycled-content targets, design-for-recyclability requirements, EPR harmonisation and restrictions on certain packaging formats. It applies to all packaging placed on the EU market.
PPWR entered into force in 2024 and obligations are being phased in through 2030. Recycled-content targets for plastic packaging kick in from 2030, with intermediate milestones from 2025. EPR reporting obligations and labelling requirements apply from 2025–2026 depending on format and market.
We assess all primary, secondary and tertiary packaging types: corrugated boxes, plastic films, PET bottles, glass, aluminium, paper-based formats, composite packaging and more. The Professional engagement covers 20 distinct packaging formats.
Yes. Any packaging placed on the EU market — whether manufactured inside or outside the EU — must comply with PPWR. Exporters packaging goods for EU buyers or placing products directly on the EU market are subject to all applicable obligations.
A recycled-content screening reviews your current material composition against PPWR's minimum recycled-content requirements per material category, identifies the gap, and maps the supplier data you need to collect to demonstrate compliance or qualify for transition periods.
